is there a difference in perfomance between a rack and tower server?
which is better? or it depends on the situation or environment?

The outer shell or design doesnt matter. Its the guts that make it what it is.
A rack mounted is physically mounted into a sliding tray rack.
A tower server is free-standing.
No real benefit one over the other performance wise, just how you want to install it.
Rack-mounted is popular with large groups of servers since they take up less space by being stacked.
